Can you mount a handlebar stem 25.4 in 26 years?

I have a rod 26 on my bike and I want to buy a new insert. All I want the bars is 25.4. I will not buy it if it does not work. I do not see who would hold a 25.4 bar 26 bar, so I am if I come wonderint shake the rod if the 25.4 would work. Thank you.

The difference is 0.6 mm. Conversion of inches is a difference of .023 ". What you need is a piece of steel or stainless steel shim stock .010 "thick. Cut a piece slightly larger than the stem and long enough to go around the circumference of the handlebar. shim and slide the handlebar stem. Tighten the rod. Should be a-OK. I did a couple of bicycles. A bike has had the same hold in place for several years. It does not help, I work in a mechanical repair shop and the machine. Good Luck
